NSK Signs MOU with HEC Pakistan

NSK and HEC Pakistan representatives signing the MOU at the World Sinology Center in Beijing

On July 8, NSK signed a Memorandum of Understanding (MOU) on strategic cooperation with the Higher Education Commission of Pakistan in Beijing. The MOU will focus on cooperation in AI education, international Chinese language education, smart education platform development, and interdisciplinary talent cultivation. The signing marks a new stage in NSK’s overseas business, upgrading from language learning product output to digital full-stack solution deployment.

Witnessed by Prof. Xu Baofeng, Dean of the College of Sinology and Chinese Studies (Belt and Road Research Institute) of Beijing Language and Culture University (BLCU) and Director of the World Sinology Center; Mr. Han Zhihua, Vice President of NSK; and Prof. Dr. Niaz Ahmad Akhtar (SI), Chairman of the Higher Education Commission of Pakistan, the MOU was signed on behalf of both parties.

With its core strengths in full-stack AI technology, standardized Chinese education systems, all-scenario product matrix, and scalable implementation experience, NSK can provide Pakistan with systematic and practical value support across five areas: education infrastructure, Chinese teaching system development, bilingual talent cultivation, industrial services, and people-to-people exchange.

Three Key Areas of Cooperation

The MOU will focus on three key areas:

  • Standardized international Chinese language education centers — supporting the construction of centers with an overall plan covering about 10 institutions.
  • National Smart Education Public Service Platform — jointly developing the platform to promote education resource connectivity, high-quality course co-development, and standardized teaching system implementation.
  • China-Pakistan cultural and educational exchange brand events — jointly building events including the International Chinese Language and Vocational Skills Competition and the National Sinology Competition of Pakistan.

About the Higher Education Commission of Pakistan

The Higher Education Commission of Pakistan is the statutory and highly autonomous supreme authority of higher education at the federal level of Pakistan, with its Chairman enjoying federal ministerial status. HEC carries out core functions including higher education policy and standard formulation, institutional accreditation and quality assurance, federal funding allocation and financial management, research support, and industry-academia-research transformation. It oversees 265 higher education institutions nationwide. The MOU was signed on behalf of the Commission by its Chairman, Prof. Dr. Niaz Ahmad Akhtar (SI).

At present, Pakistan is accelerating cooperation with China in AI, vocational education, digital transformation, and industrial skills development. The upgrading of the China-Pakistan Economic Corridor is also driving growing demand for talents with both Chinese language proficiency and professional skills. More than 30 universities in Pakistan have opened Chinese language courses, with nearly 10,000 students learning Chinese each year. According to media reports, more than 38,000 Pakistani students are currently studying at universities in China. As Chinese learning needs expand from university classrooms to study abroad, employment, and industrial service scenarios, Pakistan’s demand for standardized Chinese teaching systems, digital education platforms, and sustainable exchange mechanisms is becoming increasingly clear.

Looking ahead, NSK will continue to build on its AI education technology and the product ecosystem of its AI language learning brand C-Lingo, working with more universities, educational institutions, and partners to explore sustainable pathways for AI education technology to serve international Chinese language education, educational digitalization, and interdisciplinary talent cultivation.

On June 11, we visited Universiti Tunku Abdul Rahman (UTAR) in Malaysia for an in-depth exchange on AI-powered Chinese learning, teaching applications, research collaboration, and future education initiatives.

Founded in 2002, UTAR is a non-profit comprehensive university known for its focus on holistic education, research, industry collaboration, and social responsibility. This made our discussion especially meaningful as we explored how AI can support real teaching needs and broader education impact.

From May 6–8, 2026, Education Vietnam 2026, Vietnam's leading education technology expo, was successfully held at the Saigon Exhibition and Convention Center in Ho Chi Minh City. NSK participated with its AI language learning brand, C-Lingo, presenting core products including the C-Lingo AIOS Chinese Learning Tablet and the C-Lingo AIOS Chinese Learning Scan Pen at Booth D31.

The booth attracted strong interest from educators, institutions, and local learners. Notably, the Chairman of the Vietnam Computer Association visited to explore C-Lingo's technical framework and AI-driven language learning capabilities, offering positive feedback. Vietnamese learners also tested HSK mock exams and handwritten Chinese characters (e.g., the traditional "Heavenly Stems and Earthly Branches"), praising the products' accurate recognition, instant feedback, and practical self-assessment features. One university student returned for a second day to deepen his product evaluation for a social practice report.

Beyond the Classroom: Rethinking International Chinese Education

Over the past several years, I have worked deeply in international Chinese education—supporting classroom instruction, learner-centered programs, and observing how Chinese is taught across diverse global settings. From complete beginners to advanced HSK learners, these experiences taught me that international Chinese education is far more than language instruction. It is an interdisciplinary field that combines pedagogy, communication, cultural understanding, and educational technology.

What truly inspired me was realizing that language learning is ultimately about human connection. Many learners I worked with were not simply trying to memorize vocabulary or pass exams. They wanted to communicate, understand Chinese culture, and build genuine cross-cultural relationships. At the same time, I often saw how traditional methods failed to bridge the gap between classroom knowledge and real-world communication.

When Language Barriers Are Cultural Barriers

One moment stayed with me. I worked with a student who excelled in written exercises but became unsure during a classroom discussion about family relationships—a topic that seems simple. Later I realized the difficulty was not linguistic, but cultural. In her native culture, certain family expressions carried very different emotional meanings than in Chinese. She was not struggling with words; she was trying to understand the context behind them.

Language barriers are often cultural barriers in disguise. True learning happens when learners understand not just what to say, but why people say it that way. Seeing learners persevere through these challenges strengthened my belief that accessible, structured tools matter—and why C-Lingo's vision resonated with me.
